What is Initial Approval in the Instant Trade License process?
Initial Approval is a no-objection confirmation from Dubai Economy & Tourism (DET) that allows you to proceed with setting up your business. It is not a license to start trading; it simply clears you to complete the remaining steps (MoA/LSA, tenancy/Ejari, and final license issuance).
Who needs Initial Approval?
Any investor using the Step-by-Step route for an Instant Trade License, whether a sole proprietor, partners in an LLC/civil company, or a company with corporate shareholders, must secure Initial Approval before moving to company documents and license issuance.
What documents are required for Initial Approval?
Shareholders and managers must provide passport copies, and UAE residents should also submit their Emirates ID. Non-GCC residents need a valid UAE visa page or entry stamp, while sponsored residents may require a NOC from their sponsor. The reserved trade name certificate with selected activities and legal form is also mandatory. For corporate shareholders, the certificate of incorporation, MOA, board resolution, and authorized signatory documents are required, attested if issued abroad.
How long does Initial Approval take?
Online submissions are often processed very quickly (same day in many cases), provided details and documents are correct and no external approvals are triggered.
Does Initial Approval have a validity period?
Yes. Initial Approval is time-bound (commonly several months). You must complete the next steps: company documents, tenancy (Ejari), and license issuance before it expires, or revalidate/renew it as required.
Do I need an office lease (Ejari) for Initial Approval?
No. An Ejari (or office lease) is not required to obtain Initial Approval. It is needed at the license issuance/renewal stage, depending on the activity and package.
Are external approvals needed at the Initial Approval stage?
Most standard commercial/professional activities do not require external approvals at this stage. However, regulated activities (e.g, healthcare, education, transport, and real estate) may require clearances before or during license issuance. Check activity eligibility in advance to avoid delays.
Can I amend details after obtaining Initial Approval (e.g, activity or trade name)?
Yes. You can request amendments (such as activities, manager, or trade name) before license issuance. Additional approvals/fees may apply, and the validity window does not reset unless reissued.
What are common reasons for delays or rejections?
Frequent issues include: mismatched passport/Emirates ID details, expired documents, unapproved or restricted activities, missing sponsor NOC, inconsistencies in shareholder names, or errors in the chosen legal form.
